The Plan métropolitain d'aménagement et de développement (PMAD) is a provincially mandated density plan guiding urban development across Greater Montreal. It serves as a framework for how municipalities like Pointe-Claire must plan for growth, particularly concerning housing, transportation, and green spaces. For Pointe-Claire, the PMAD means adhering to provincial obligations for increased housing density, especially around transit hubs like the Réseau express métropolitain (REM) stations.
